An MSP incident record noted that Surbrook stopped a car leaving an "illegal pastime spot" when the driving force crashed into a tree before exiting the motor vehicle and falling onto the floor.

The director of the MSP, Col. Joseph Gasper, pointed out in a statement that Surbrook's movements crossed the line and have been unacceptable.

"while the unlucky truth for law enforcement officials is that use of force is every now and then a indispensable motion to be certain the coverage of themselves or others, care and difficulty for human existence may still always be at the forefront of any police officer's moves," Gasper observed. "This makes Trooper Surbrook's push aside of the driving force's pleas for help absolutely unacceptable."

After the incident, Surbrook become requested to give a written account of his event at the time of the crash and dog chew, but Lt. Ryan Maki, the area commander of the MSP's k-9 unit, said in incident files that Surbrook's record "lacks gigantic particulars of the incident." In a supplemental incident document, Surbrook noted that the man in the vehicle changed into operating away, but after looking at the pictures, Maki referred to that the person isn't seen working away.

Michigan State Rep. Sarah Anthony stated in a press release that the prolonged biting equates to torture, and that racism and police brutality were occurring "in our own yard."

"nowadays, I watched an unarmed Black man be mauled by police dog for essentially four minutes below the direct orders of a Michigan State Police Officer trooper," Anthony spoke of. "this is a blatant abuse of power and may simplest be described as torture. This incident, and each one we've witnessed liked it, is heartbreaking and infuriating."
